What's New at Fountain Hills...

2012 Fountain Hills Community Yard Sale

Fountain Hills will be holding a Fountain Hills Community Yard Sale on Saturday, June 2nd, from 8:00am to 12:00pm, on Sparkling Water Drive (at or near the tot lots and basketball courts). The Social Committee is organizing the event and will be placing advertisements in the local newspaper the week prior to the event to attract county residents to our community. This is a fantastic opportunity to clean out the attic, garage, and closets and hopefully a community-wide yard sale can attract a crowd. In addition, after the yard sale, the Social Committee will be arranging for local charities to have a pick-up truck present in our community in case any resident wishes to donate any items they were not able to sell.

2012 Pool Pass Information

It's almost time for the 2012 Pool season! The Board is continuing the use of our electronic pool pass system. Information on how to obtain pool passes has been posted on our Aquatic Center web page. If you are an existing resident who received electronic pool passes last year and there are no changes to your household, as long as your account shows a zero ($0) balance, you may use your existing pool passes to access the pool this year. Phase II of Landscaping Upgrades

Building off the landscaping upgrades that were begun last spring, Fountain Hills will be working with Valley Crest Landscapers to continue the landscaping upgrades around each of our community entrances. Along with these entrance upgrades, additional modifications will be made throughout the community that are designed to not only increase our communities overall appeal, but to reduce landscaping costs through the naturalization of selected sites.

County Sidewalk Addition

Montgomery County is planning on extending the sidewalk from the Village Fountain Drive entrance down to the Tivoli Court entrance along Clopper Road. The sidewalk is proposed to be a 5 to 8 foot wide common path for pedestrians and bicyclists. This new sidewalk addition will slightly reduce the size of our landscaping bed at the entrance of Village Fountain Drive and is scheduled to start construction work this summer. Due to the pending construction in the landscaping bed, we will be delaying the planting of flowers and additional landscaping upgrades in that entrance until after the completion of the sidewalk construction.

New Parking Policy

The Board has received several comments over the past year about the lack of parking spaces near the pool which homeowners were using guest parking as their permanent storage spot for their personal vehicles. To remedy this, the Board has approved a Parking Policy which will govern all HOA maintained parking spaces in the community. All residents are encouraged to read the Parking Policy and report any violations to Vanguard Management.

2012 Annual Home Inspections

The 2012 Annual Home Inspections throughout the entire community willbegin in April. Most homes in the community are reaching the age of 10-15 years and are in need of a little TLC to help keep the overall appeal of the community. The most common citations will be for violations of the ARC Guidelines and neglected maintenance (Section V of the ARC Guidelines). The purpose of the Annual Home Inspections is to keep the appeal of the community and to ensure that neglected maintenance does not hurt the property value of their neighbor's home. We live in a beautiful community with maintenance guidelines and we encourage all residents to do their part and adhere to the guidelines.

Fountain Hills Solicitation

Recently several of your neighbors have been approached by solicitors from Capital Remodeling and other companies. At least one of these companies were stating that they were representing the Homeowners Association or otherwise insinuated that they had the support, approval, or endorsement from the Homeowners Association or its Board of Directors. Please know that the Fountain Hills Board of Directors has not endorsed Capital Remodeling or any business, nor given any company permission to represent themselves, their product, or their services to anyone within our community as “HOA approved”.

In the event that a solicitor approaches you and states that they are HOA endorsed, here on behalf of the board, or referred by your neighbors, first, ask to see their Solicitors License, then, please email the name of the company, their contact information, and their salesman’s name (if possible) to the board at boardpresident@fountainhillscommmunity.com. Additionally, you are encouraged to contact the Montgomery County Office of ConsumerProtection (240-777-3636) or file an online complaint.

Report a Problem in the Community

Have you noticed a street light out? Is there a pothole that needs attention? Did you know that you could submit an action request electronically? We have a large community and the board and management depend on our residents to bring issues to our attention so they can be addressed quickly. Submit an action request electronically!

Vacant Homes

Please report any vacant or abandoned homes to Vanguard Management. Vacant homes can have neglected maintenance which can affect neighboring homes.

HOA Assessments

Did you know there are multiple ways to pay your assessment?

Homeowners can now pay their HOA assessments by credit card or E-check through the AAFS web site. For more information about this change visit the Vanguard Management website.

In addition, homeowners can also enroll in Automatic Payments to ensure your HOA Assessment will never be late!

The Board asks residents to please pickup and dispose of papers and other trash that might be found in common areas, easements, roadways and alleys near your home.
Leaving trash on the curb in bags and not in proper receptacles allows birds and other animals to easily get into your trash and spreads it out throughout the community. Please help keep the community clean and put your trash in a trash can!

If trash and recycling are placed out overnight and strong winds blow it over and throughout the community, it is your responsibility to clean up after yourself! As an alternative, consider the option of keeping trash and recycling inside overnight during periods of high wind to help keep the community clean!

Please be aware that County collection regulations require that all materials prepared for collections must be at curbside no later than 7:00am on your designated trash and/or recycling day. All materials prepared for collection must not be set out earlier than 5:00pm the day before your collection day. Recycling containers must be removed from the collection location no later than 5:00pm the day after.

Please also be aware that trash and recycling containers are not to be stored outside on non-collection days, nor are they allowed to be stored on common area property. The Enforcement Committee has been instructed to cite homeowners who leave trash and recycling bins stored outside on non-collection days. Help keep the sharp appeal of the community and properly store your trash and recycling bins!

Pet Etiquette

The Association covenants, rules, and the law say that you should "pick-up" after your pet. And let's face it, not only is it a law, but it's also the sign of a considerate pet owner and neighbor! Please be aware that failure to "pick up" after your pet could result in a monetary fine or action taken to remove the pet from the community.

In the event that residents continually observe homeowners who are not picking up after their pet, complaints can be sent to the Montgomery County Department of Animal Control at (301) 279-1823.

Any resident wishing to file a complaint with the board may do so in writing. The complaint must include: the date and time of the incident, a description of the pet, a description of the homeowner, and the address of the owner to whom the pet belongs. Action can only be taken upon receipt of a written complaint detailing the above information.

In addition, pet owners are reminded that they should walk their pets AWAY from neighbors' homes, playground areas, and high traffic areas. In addition, pets should be on a leash when on Fountain Hill’s property. It's not only an association rule, but it’s also a county law.

We love our pets, but we also love our community and want to keep it clean. We ask that all residents be responsible and considerate and help keep the community clean!

Parking Etiquette

For safety reasons, please do not park on the sidewalks as this blocks the sidewalks and forces residents to walk on the street. In addition, please obey all "No Parking" and "Fire Lane" signs. We have active towing throughout the community and we are sure that no homeowner wants to go through the hassle of having their car towed. Play it safe and park properly!

Speeding in the Community

County law specifies a speed limit of 20 MPH on private roads without posted speed limit signs. Help keep our community safe and please obey all stop signs and the community's 20 MPH speed limit.
