About Vanguard Management
Vanguard Management is a "full service" community management company providing expertise in the financial management arena, physical property management and consultation on community management issues. Our business is solely dedicated to the day-to-day management of community associations (condominiums and homeowner associations). Vanguard serves Fountain Hills in a capacity not unlike that of a city manager for a city council. Our role is to handle the day-to-day affairs for the community. The Board of Directors sets policy and makes decisions regarding operations while the community manager carries them out.
In general, the type of services that Vanguard Management performs on behalf of Fountain Hills, include:
- Attend regular Board meetings
- Liaison with, supervise and monitor the performance of all services contracted by the Board of Directors such as lawn maintenance, trash removal, pool management, snow removal, etc.
- Coordinate, supervise and monitor the completion of all maintenance and repair of the common areas.
- Coordinate, supervise and monitor all emergency work.
- Undertake regular inspections of each community to address contractor performance, resident complaints, and the maintenance needs of the community.
- Coordinate, supervise and monitor any work necessary to comply with any governmental orders or requirements with respect to the common areas of the community.
- Prepare bid specifications and solicit bids for services as directed by the Board of Directors.
- Assist the Board in the development of bid specifications for contract services.
- Place orders for supplies and/or materials needed for prompt and proper maintenance of the common areas.
- Coordinate the placement of appropriateinsurance coverage as directed and authorized by the Board of Directors.
- Monitor the collection of assessments and implement the collection policies.
- Review and approve all invoices for materials, supplies and services to insure prompt payment of all obligations.
- Prepare, monitor and review financial reports for the community.
- Coordinate and monitor to completion, the annual audit performed by an independent CPA selected by the Board of Directors.
- Prepare an annual budget in accordance with applicable laws.
- Receive and address all homeowner complaints and service requests concerning the common elements/amenities.
- Place, and monitor to resolution, all insurance claims.
- Assist the Board of Directors with all matters related to litigation to the extent that such litigation relates to services provided by Vanguard Management.
- Assist the Board of Directors in the drafting, adoption and enforcement of policies and procedures in support of the legal documents and consistent with applicable laws.
- Prepare and send notices of violation to homeowners found to be in violation of community legal documents or policies.
